Isang buong Commission ang tatanggalin daw ni Pangulong Duterte


Just a few weeks before Christmas, President Rodrigo Duterte on Friday vowed to fire an entire government commission over allegations of corruption.
"On Monday, I will fire about one commission mismo. Lahat sila," Duterte said in at the 84th anniversary celebration of the Department of Labor and Employment in Malolos, Bulacan.
"Wala akong pakialam kung nakisali dalawa, tatlo, you have to go out. Because I do not think it will exist without your knowledge at bakit hanggang... Wala akong patawad-tawad," he added.
Duterte has repeatedly said that "a whiff of corruption" would be enough for him to fire an official.
"Corruption is really pulling us down," Duterte said.
Duterte also told his audience about an official who traveled out of the country six times since September.
He reminded government workers that he didn't allow extravagance funded by taxpayers' money.
The highest ranking official Duterte fired over allegations of corruption was then Interior Secretary Ismael Sueno in April.
Then National Irrigation Administration chief Peter Lavina was fired in March also for alleged corruption.
Both Sueno and Lavina were prime movers in Duterte's presidential campaign in 2016.
Also in April, Duterte fired Undersecretary Maia Chiara Halmen Reina Valdez for trying to reverse National Food Authority Jason Aquino's denial of a rice importation permit.
Other officials dismissed by Duterte are former Dangerous Drugs Board chairman Dionisio Santiago and Sugar Regulatory Administration chief Anna Rosario Paner.

Sinabi ni Vice President Leni Robredo na imbes na Public-Private Partnership ang ginamit na opsyon ng pamahalaan para sa revival ng Philippine National Railways upang walang gagastusin ang pamahalaan, mas pinili  pa ng government ang mangutang gamit ang Official Development Assistance (ODA).

Ayon kay Vice President Robredo, mas advantageous ang pagpili sa PPP dahil wala ni isang kusing ang gagastusin ang pamahalaan para dito. Ang nakapagtataka pa, ang interest rate ng China ay 2%, samantalang ang Japan ay 0.5%.

Natatandaan nyo pa ba ang NBN-ZTE ni ex-President Gloria Macapagal-Arroyo kung saan ang China ay gumastos sa mga mandarambong at nagbigay ng mga kumisyon?

Para ipaalala sa lahat, nuong June 5, 2006, pumirma ng Memorandum of Understanding ang gobyerno ng Pilipinas at China para magtayo ng Philippines-China Economic partnership. At dahil dito, nuong April 2007, pumasok ang Pilipinas sa isang $329.5 million na kontrata sa ZTE Corporation para sa national broadband network.

Nuong August 29, sa isang privilege speech ni Rep. Carlos Padilla, sinabi nito na ginapang ni COMELEC Chairman Benjamin Abalos ang kontrata na ito.

"Apparently, Chairman Abalos' unofficial trips to China courtesy of ZTE Corporation and his golf games with the officers of ZTE corporation can hardly be characterized as just friendly and totally innocuous. He was a man on a mission. Could the mission be the US $329 million NBN project?"

At alam na natin ang nangyari, nalaman ng sambayanang Filipino na nagka-kumisyonan at overpriced ang NBN ZTE.

Ano kaya sa tingin nyo ngayon bakit pabor ang administrasyong Duterte sa China kumpara sa Japan kahit na ang interest rate ay 2%. Bakit tinanggihan ng Pilipinas ang pautang ng Japan na 0.5 interest rate lang?

Hmmm....amoy patis ata ito.

Pangulong Duterte, umamin na hindi good policy ang war on drugs

Umamin si Pangulong Duterte na ang war on drugs ay hindi isang good policy dahil hindi kinatutuwa ng mga Filipino ang mga patayan. Ngunit sinabi rin ni Duterte  ipagpapatuloy niya ang war on drugs hanggang sa huling termino ng kanyang presidency para mawala ang illegal drugs sa Pilipinas.

Para sa pangulo, sa 18 months ng kanyang presidency at sa kabila ng libo-libong namatay at milyon na sumuko, at ilang laboratories na ang naipasarado, 4 na million pa rin ang bilang ng mga addicts sa Pilipinas. Kung hindi bumababa yan, may problema sa war on drugs.


“Four million is four million. Forty-two percent of the total barangays are contaminated with shabu. Nine thousand policemen—I do not know if I have to kill them—are in shabu business and also shabu addicts. Think about that,” President Duterte
Sinabi pa ni Duterte na kung meron ibang paraan para masugpo ang problema gagawin nya raw. Ngunit sa kabila ng mga sinasabing tamang paraan ng pagsugpo ng droga, wala siyang pinakinggan.
“If there’s a way that we can solve this problem to the acceptance of all, fine. I will do it,” he said.
“I will walk not only the extra mile. I will walk for one day to find it. But in the meantime, I will not allow my country to go to the dogs,” he added.
Para sa pangulo, papatayin niya ang drug problem hanggang sa nag iisang tao na lang at wala siyang pakialam sa sasabihin ng mga kritiko.

 “I do not give a shit about the International Court of Justice. For at the end of the day, if my country collapses under the weight of drugs, you will not be here to help the Philippines. So, don’t bullshit me,” he added.
Sinabi rin niya na maaaring siya ang nagpapatay kay Mayor Espinosa ng Albuera.

“But if you do that—you use the public office as a platform of drugs—and drag my country and you are an elected public official and there is no election in your city because you just simply kill, and even your own policemen—and sometimes i would say maybe it’s high time,” dugtong pa ng Pangulo

“I ordered the killing? Maybe yes. Maybe no. Do not go into a guessing game. You might guess it right and I would be sorry,” - President Duterte 

Political consideration, not sound science


The Aquino administration and the Department of Health maneuvered a P3.5-billion budget for a vaccine that has put at least 700,000 Filipino children at greater health risk. The decision of the authorities to procure, approve its commercial release, and implement the mass vaccination using Dengvaxia, all in haste, was based on political consideration and not on sound science.

 Health groups and local experts have adamantly questioned all these beforehand but fell on deaf ears. A year after implementation, clinical trial results revealed that Dengvaxia causes severe dengue fever to those who have not contracted dengue before.

The Aquino administration, former health secretary Janette Garin, DOH, and Sanofi Pasteur must be held accountable for this deception. The DOH must also address the fears that this blunder have unleashed. How should the vaccinated children be protected from now on? What measures will be done to monitor those at risk and provide them with the means of proper healthcare to mitigate the risks?

The general notion that vaccines are meant to protect a person from infection has been marred with this withheld information on Dengvaxia that there is greater health risk for a segment of the target population. Sanofi now tries to console the public saying that around 80-90 percent of the population may have had dengue and were not even aware of it! Now it is everybody’s guessing game, with thousands of Filipino children systematically put in harm’s way.

To the parents and children: Do not panic! Ok lang magalit. Ask for explanations! Monitor health advisories and consult accordingly. Exercise your right to information and healthcare. Immunizations generally remain to be an important tool for prevention. Service and patient safety must guide the discovery and eventual use of new vaccines, not politics and profit motives. The Aquino administration, Garin, and the institutions involved must be held accountable.

Paghihiganti ni Speaker Alvarez ang dahilan ng impeachment ni Chief Justice Sereno


Si Chief Justice Maria Lourdes PA Sereno ay dati ng tumestigo laban kay Speaker Pantaleon Alvarez sa kaso nito sa PIATCO. At ngayon nga na siya ay isa ng Speaker, binubuhos ni Alvarez ang kanyang kapangyarihan at ginagamit ang posisyon nya para lang makapaghiganti laban kay Chief Justice Sereno.

Paano ko nasabi? Ang Speaker ng House of Representatives bilang imbestigador sa impeachment complaint na inihain ni Atty. Larry Gadon ay dapat na hindi bias o impartial dapat. Pero sa mga pronouncements ni Alvarez, mukhang ang gusto nya talagang palabasin ay may kasalanan si Sereno. Hindi ba dapat ang isang imbestigador ang trabaho nya ay alamin ang katotohanan? Pero sa kaso ni Sereno ang gusto ni Alvarez, hanapin ang pagkakamali, by hook or by crook, para matanggal si Sereno.

Ano ba ang pinangangalandakan ngayon ni Alvarez? Na meron daw probable cause para impeach si Sereno. Kaya nga ang kampo ni Sereno ay nagsasabing alam na nila na i-impeach talaga siya ng House of Representatives sa pangunguna at paggamit ni Alvarez ng kanyang posisyon.

Sa huling hearing ng impeachment committee, pinagtutuunan ng pansin ng mga tutang congressmen ang delay ng pagbigay ng survivorship payment sa mga asawa ng namatay na judges and justices kahit na ito ay hindi naman "culpable violation of the Constitution." 

Malinaw naman ang sinasabi ng mga staff ng Supreme Court ang problema lang hindi maintindihan ng mga tutang Congressmen kasi ang focus nila ay maghanap ng butas. 

Sabi ng mga tuta, bakit nuong panahon na si Atty. Midas Marquez (alam natin kasama ito sa mga nag-uusap para tanggalin si Sereno) 2-3 weeks lang daw lumalabas na ang request for survivorship payment. Pero hindi nila pinansin ang sinasabi ng mga staff ng Supreme Court na mismong Office of the Court Administrator ang humingi ng guidance tungkol sa pagbabayad ng survivorship benefits.

Naniniwala ako, kagaya ni Atty. Salumbides, na walang kasalanan at walang nilabag sa Constitution si Chief Justice Maria Lourdes Sereno.


"As far as her legal team is concerned, no single piece of evidence —either documentary or testimonial — has been presented to prove that an offense was committed; no incident will warrant her removal from office,” Atty. Salumbides.
Nakakatawa na nga lang si Representative Umali sa pagsabi niya, na "nangangapa tayo sa dilim". Natural mangangapa kayo sa dilim kasi in-entertain nyo ang mga alegasyon ni Gadon na wala naman syang personal knowledge at puro hearsay. Kayo at ang buong Kongreso ang nagmukhang katawa tawa at isang malaking kulungan ng mga tuta.

Denial King! Pangulong Duterte hindi raw humingi ng emergency power sa Congress para sa traffic


Yung totoo, Mr. President, nag-uulyanin na ba kayo at nakakalimutan nyo na ang mga sinasabi nyo? Una yun pangako nyo na 3-6 months pag di nyo natanggal ang droga, magreresign kayo. Pero higit isang taon na, nalimutan nyo na ang sinabi nyo. Ngayon naman, sinasabi nyo na hindi kayo humihingi sa Kongreso ng emergency power para sa traffic.

"You hear me something like, "I'm asking this power to expedite the traffic." Wala kayong narinig. It was the councilors maybe Transportation Secretary Arthur Tugade because that was what he needs to do the right thing. Pero wala kayong narinig sa akin." - President Duterte.

Talaga lang, Mr. President? Eh sino po ba yung nagsalita sa harapan ng Kongreso nyong July 25, 2016? Si Tugade ba yun? Ano nga ba ang sinabi mo sa SONA nuon?

"To address lack of road infrastructure in Metro Manila, usage of existing roads will be maximized. Thus, there is a need to cooperate and coordinate with LGUs to map out secondary routes and to consult various stakeholders, including the public transport operators.

"Many in government opine realistically, and I would have to agree, that the worsening traffic situation could be logically addressed, if Congress would also accord emergency powers to the agencies concerned."

Ang linaw na nanghingi ka ng emergency powers para sa trapiko di ba? Tapos ngayon itinatanggi mo na sa simula pa hindi ka nagsasabi?

In this Philippine name for married women, the birth middle name or maternal family name is Zimmerman, the birth surname or paternal family name is Duterte, and the marital name is Carpio.

Sara Duterte-Carpio (also known as Inday Sara by the DavaoeƱos; born Sara Zimmerman Duterte on May 31, 1978) is a Filipina lawyer, politician and the incumbent Mayor of Davao City. She also served as the city mayor from June 30, 2010 until June 30, 2013. Prior to her mayoral term, she has also served as vice mayor of Davao City from June 30, 2007 to June 30, 2010. She is also the daughter of Philippine president Rodrigo Duterte.

Political career

City Mayor of Davao[edit]

Duterte-Carpio is Davao City's first woman mayor and the youngest to have been elected to the position in the political history of Davao City after she switched roles with her father Rodrigo "Rody" Duterte in 2010-2013 as mayor and vice-mayor, respectively. Vowing to be “useful and to serve the country at all times,” Duterte, the vice-mayor in the last three years prior, assumed the post that her father Rodrigo held for over 20 years. Sara won over House Speaker Prospero Nograles, her father’s longtime political rival, in an overwhelming lead of 200,000 votes in the 2010 elections. Nograles earlier filed a protest at the Commission on Elections in Manila questioning the results, alleging a “conspiracy” of local poll officials with Duterte.

In her inaugural speech, Duterte-Carpio said she wanted to be a pediatrician instead of a politician. “I never wanted to be a politician, but today I speak before you as city mayor,” she said. For over an hour, the front steps of City Hall was filled up with people wanting to have their pictures taken with Sara Duterte after she was sworn into office.

Duterte was also one of the nine elected governors of the Philippine Red Cross in 2014.
Initially hesitant and an opposition, but in October 2015, she shaved her head to convince her father to run for president in the 2016 Philippine general elections, despite the latter's reticence due to lack of campaign funds and political machinery.

She ran again for the mayoralty post for Davao City in the 2016 elections and won the position succeeding her father, now the current president, for the second time.
Future plans and support for her father's administration

Barely two years into his term, Sara Duterte's father, President Rodrigo Duterte, announced that he wants his daughter to succeed him.  The Dutertes are known to support political dynasties in the Philippines, when they aggressively gathered support against the Anti-Political Dynasty Bill during 2015, stating that their nearly four decades of uncontested rule in Davao as a product of "democratic" process. They also accused and blame various politicians of being political dynasties. 

About two months after her father's proclamation of Sara Duterte as his "successor", Sara Duterte launched a movement that gathers support from Duterte's political allies, supporters and friends and called it "Tapang at Malasakit" (lit. Courage and Compassion). Sara Duterte denies that it has anything to do with any campaign or position, but pundits state that it was part of her plans to gain political traction for future campaigns and an attempt to rally political allies against Trillanes' "Tindig Pilipinas" (Be Upright, Philippines), a movement which actively pushes for investigation into Duterte's corruption, hidden wealth and involvement in extrajudicial killings and a stop to all of Duterte's lies. 
Issues
Clobbering of a court sheriff
In 2011, Sara Duterte repeatedly battered a court sherriff who insisted on serving a court order to evict informal settlers and demolish shanties in a contested property in Davao. Hundreds of people witnessed as she repeatedly punched the sheriff in national television. Duterte stated that she asked the sherriff and the demolition team to give them two hours, but they refused. Thoroughly incensed by their refusal, she stormed off to the area of the conflict, and asked for the location of the sherriff. The visibly terrified sherriff saw Duterte approaching and before he could explain the situation to her, Duterte started clobbering him unrestrained. The sherriff was rushed straight to the hospital after being beaten up by Duterte.
₱2.9 Billion worth of missing assets
In 2010, Sara Duterte along with her father, Rodrigo Duterte, faced plunder and malversation cases in the Office of the Ombudsman filed by Pedro Domingo, head of a local non-government organization in Davao. Presenting the Commission on Audit reports from 2003 to 2006, Domingo alleges that the irregularities in the financial data reported by the Davao local government to the Commission on Audit, shows technical malversation as well as plunder for the missing funds that could not be accounted for. 
The financial discrepancies and the content of the COA reports raised the issue of the Special Education Fund that was being allegedly misused by the local government to pay off caterers for "parties" and other non-educational purposes. Contrary to the facts presented in the report, the Dutertes insisted that the funds were properly used despite being unable to present any documentary evidence to back their claims. This unresolved issue that was pending in the ombudsman was revealed by Binay and his party-mates just before the presidential race for 2016. Sara Duterte's father, Rodrigo Duterte, who ran against the then Vice President Jejomar Binay stated that "Since we are both corrupt, let's withdraw from the presidential race together". Binay was also implicated in a corruption scandal at the time. In 2017, Rodrigo Duterte also admitted of being corrupt live in national television during a public speech, which was interpreted as a "joke" by his administration despite the somber mood in which it was delivered.
₱677 Million spent for undocumented work
In a Commission on Audit report, it was revealed that Sara Duterte had spent 677 million pesos in a massive hiring spree. In 2012, during the last year of her term in office as mayor, Sara Duterte suddenly hired 11,000 temporary workers for work contracts that extended up to six months, which includes 110 consultants which have special salaries. The report also stated that there were no sufficient justifying reason to hire the high number of employees nor were there any document to prove that they deserve their wages. The report also states that only a "master list" of hired individuals, fixed wages, positions and funding source were provided. No official contracts or accomplishment reports of their actual service were provided as proof for the massive amount of expenditure done by the city hall under Duterte. The investigating body only were able to verify around 600 of the 11,000 during their inspection. The City Hall merely stated that those other 10,000 employees are currently on "field work".

Views on critics of the campaign
In social media, Sara Duterte called the politicians that opposes her father's "war on drugs" as ingrates. She states that they have no gratitude for the favors that the Duterte family gave them when they helped them out in the past. She also called them as "opportunistic power-grabbers" and "destabilizers" plotting to overthrow her father, contrary to the statements of the Armed Forces that there are no plots to destabilize the government. Critics fired back at Duterte for her hypocrisy when she herself had been vilifying "yellows" (Liberal Party members and supporters) despite the fact that her father was appointed by the then Cory Aquino, who was a "yellow". Critics said "if those politicians are ingrates, then what does that make of the Duterte family?". Duterte claims that they owe them no more gratitude because they had already long since paid it back by supporting them. She maintains her claim that those politicians owe the Dutertes debts of gratitude.
Alleged involvement of her husband in the illegal drug trade
In mid-2017, Sara Duterte's husband, Manases Carpio became involved in the ₱6.4 Billion "shabu"(metamphetamine) case when Carpio was spotted in a CCTV footage to be entering the office of the head of the Bureau of Customs who was implicated in the scandal. During the senate investigation, customs broker turned state witness Mark Taguba, testified that a certain Davao group which was spearheaded allegedly by Duterte's son, Paolo Duterte, was involved in the shipment of the drugs. Not a few days after, Manases Carpio was recorded through CCTV cameras to be visiting the office of the Bureau of Customs director Faeldon, who was implicated in the case. Carpio stated that he was merely visiting Faeldon due to a case. Carpio along with Paolo Duterte, later on, presented themselves in the Senate Investigation. They did not answer any questions, invoking their right against self-incrimination and they merely laughed at their accuser, Senator Trillanes who was presenting documentary evidence against them.
